Suffering From HOA Deed Restrictions?

I’m fortunate enough to be living in a community where there are no HOA imposed restrictions and rules. You know those rules, you can only paint with “these”  colors and you have to maintain your yard to “this” specification….including keeping your lawn watered and green. Deed restrictions certainly appear to be at odds with the current drought situation.
In Florida, George Acorn wonders how homeowner associations can enforce standards on turfgrass in year three of the worst drought anybody can remember. An interesting article from the St. Petersburg Times, you can read it here.

One deed restriction I thoroughly support is the idea that if a developer is allowed to move forward with a subdivision, there should be a strategy to harvest rainwater from all the rooftops.  It’s an idea that needs to take root in the U.S. quickly either by individual homeowners, or communities working together.

Santa Cruz takes on some drastic measures, but for a good cause obviously. Water restrictions will begin Friday for about 90,000 residents from the North Coast to Capitola, after Santa Cruz leaders on Tuesday unanimously approved an emergency order to save water.  I’d rather see their energy put towards rolling out a rebate program for something like the One2flush.

The proposed measures go further than conservation rules enforced in 2007, when residents were asked to water only in the early morning or at night, and are the strictest since 1990, when water was rationed. Chronic rule breakers could be fined up to $500.  Read the entire article in the San Jose Mercury News here.

Lawn Watering Limits Imposed

So how green does your lawn need to be? Your lawn can be very green while adopting some good best practices about when and how often you run the sprinklers.  In a former phase of my own awareness, I used to water my lawn every single day…that’s what I thought you were supposed to do.  The little time clocks kicked in every morning about 6am and what a wonderful feeling to wake up in the summer to the sound of sprinklers in the morning.  Now when I hear the sprinklers, I somehow hear the sound of a cash register owned by East Bay Mud.

So I went to every 2 days on the schedule, started in the early morning hours to control evaporation and you know what?  My lawn is just as green and my calculated savings for external irrigation was about 29%.  It’s true, I was over watering and this one act of water conservation lowered my water bill instantly.  Combined with rainwater harvesting (and other plans), I expect my usage (and dollars spent) to even be lower this year in spite of rate hikes.

On April 24th, the city of Paso Robles enacts its own water rationing mandates, including a rule limiting lawn watering to three days a week. You can read the short article about that here.

It really shouldn’t come as a surprise that the East Bay Municipal Utility District is planning to raise water rates some 7.5% this year and next. Not judging the decision, the wallet is certainly the place that most people will finally wake up to the ongoing drought we are facing and start practicing good water conservation…even if EBMUD does call off rationing in the late summer.  This is a good time to start planning a graywater recyling or rainwater harvesting system in the home.
